Permits for waste disposal

MEASURES to tackle the illegal disposal of trade waste come into force this month (February).

Hampshire County Council is launching a free permit scheme for householders using vans and commercial vehicles to drop off unwanted goods at its recycling centres, such as the one at Bar End, Winchester.

The aim is to stop traders offloading their waste at the Household Waste Recycling Centres (HWRCs), which are not licensed to accept waste from a commercial source.

The council says that many traders try to use the centres to avoid paying for the proper disposal of their rubbish.

From Thursday, February 14, commercial-type vehicles, such as vans, will have restricted access to the centres.

The permit scheme will allow householders with no other means of transport to carry on using the sites.

The county's environment chief, Cllr Mel Kendal, said: "We are not allowed to accept any commercial waste at our HWRCs, but our existing controls have not entirely deterred traders from using sites wrongfully.

"It's therefore important that we step up our efforts to prevent council taxpayers picking up the estimated annual £1m bill for the disposal of trade waste at HWRCs."

Householders who think they qualify for a permit can apply online at www.hants.gov.uk/recycling, or by calling Hantsdirect on 0845 603 5634.

Also, to help traders, a list of licensed waste facilities has been produced. It is available as a leaflet from all the county's recycling centres or at the above website.
